Is the TA to testify so that the what you knew and when you knew it could be answered? I think we knew a police station, fire station and high school were going to be built before the final stamped drawings were done. There is a 30% Investment Tax Credit for the cost of construction, then accelerated depreciation for the asset. Because the Town doesn't pay taxes these are not open to them. The town is currently paying about .15/kWh so the .09/kWh is well below the current cost and constitutes the savings. The escalator is because the developer wants more money as time goes on and the assumption is that the cost from NGrid will go up as well, so you keep the spread from the cost of the Power Purchase Agreement and what the utility is charging. Because MA has virtual net metering the solar array just has to be in the same ISO load zone. View Comment

Agreed. The BOS has always said leave no money on the table. Tax to the limit, never know when we will need it. These are the towns elected officials. These views have been very public, not a secret or a surprise. View Comment

Who will mange Honeywell and approve payments of invoices and make sure the work is done according to the "plans"? We have always had building committees for this type of work so they was full and open disclosure. The committees have been made of volunteers and some with industry knowledge. Now what? The only way to have your voice heard in a meaningful way is to go to Town Meeting and vote. Then you get to say how you want money spent. It only takes a couple of hours and always plenty of seats! View Comment

Mr. Scully, Town Meeting voted for the construction of a new Grafton High School. The plans were shown at TM to remove the park. Even in your letter to the editor of this website in July you recognize the park was in disrepair, blocked off and not accessible to all children, is that what you want these groups to replace? The park needed to be replaced as everyone knew. So what did they "break"? You certainly can look to use the "left over" money but from watching other groups you better get in line, others want it as you point out. Your statement "they alone should be responsible for replacing Super Park" is insulting and incorrect. The RESIDENTS of GRAFTON voted for the new school knowing the park would need to be replaced at a later time and place. That is why the Super Park Committee was formed. So please stop whining and crying and do your job as chairman of that committee. View Comment
